  Job title Unit Director (UD), Medically Challenging/Involved Reports to Regional Director, PA IDD Division  
Position Summary

The Unit Director is responsible for ensuring the creation of an environment conducive to the provision of supports for adults supported by On Our Own 1 as defined by the 6400 Regulations  and Chapter 51 Regulations of the Pennsylvania Code. The Unit Director is responsible for the overall management of the residential program, meeting the medical needs/supports of program participants and ensures that the program is held to the highest standards.  This includes policy development, fiscal management, personnel safety, consumer programming, funder relations and community networking.  A commitment to the RHD values must be demonstrated as job duties are performed.
Essential Duties and Functions
  • Create an environment that empowers individuals through the development of skills and coordination of resources and supportive services
  • Oversee day-to-day operations and ensure compliance with appropriate regulations
  • Conduct an annual evaluation of the overall unit performance and adjust current systems or create new systems as indicated by outcomes
  • Works in collaboration with internal corporate resources, other programs and external entities to create, maintain and evaluate the medical supports provided to program participants.  This includes the collection, measurement and assessment of outcomes driven data
  • Oversees the implementation of programmatic, clinical and medical recommendations and follow-up with consultants
  •  Build and maintain effective community relations with local community groups and organizations
  • Recruit and maintain meaningful and creative community integration opportunities for consumers, including volunteerism
  • Maintain a fiscally responsible program through ongoing communication and coordination with program management and Division leadership
  • Develop and monitor the efficacy and quality of systems related to the fiscal accounting, tracking and reporting
  • Develop and implement an internal auditing system that ensures the accurate billing of day program services
  • Review program budget with all staff, minimum semi-annually
  • Participate in fiscal audits
  • Ensure that program capacity is maintained and respond to all referrals in a timely manner
  • Establish a protocol for communication with the program's management team, staff and Division leadership with ongoing evaluation and adjustment of effectiveness
  • Maintain open lines of communication with all staff
  • Attend monthly team meetings, at least quarterly
  • Participate in all aspects of team planning  (development, implementation, and assessment) to create standards of support and excellence for every program participant and staff
  • Maintain current knowledge of evidence based practices and implement best practices into the service delivery model of the residential program
  • Complete all documentation required as related to operations of the program
  • Support quality improvement plans as developed within the PA IDD division
  • Collaborate with PA IDD Division leadership, including Quality Assurance and Unit Directors on the development and implementation of all required plans of correction
  • Provide direct supervision to Site Supervisors and Program Specialists
  • Participate in employee progressive discipline for Site Supervisors and Program Specialists
  • Address all personnel issues of concern in collaboration with the HR generalist and Division leadership
  • Participate in first level dispute resolution meetings for direct support professionals in conjunction with Human Resources
  • Maintain open communication with consumers, family members, funders, community resources and regulatory entities
  • Develop, implement, oversee and participate in employee orientation and training program, maintaining the minimum requirement of 24 hours of training per calendar year
  • Assist with crisis management issues per program, divisional and regulatory requirements
  • Ensure all confidentiality policies and procedures are followed
  • Attend relevant conferences and meetings specific to PA IDD and pertinent to 6400 and Chapter 51 regulations
  • Implement RHD values and Best Practices across the unit
  • Utilize all required technology to complete reporting requirements and submit necessary data within requested time  frames
  • Maintain on-call administrative status as part of the management team
  • Collaborate with other Unit Directors of IDD systems throughout RHD for sharing of best practices and resources
  • Represent On Our Own 1 in a professional manner and model leadership and boundaries at all times
  • All other duties as requested by Division leaders
A Bachelor Degree from an accredited college with a major in human services or business management and 5 years of experience in a human service agency, that includes the supervision of others, direct service, program planning and development.  A Master's Degree is preferred.
Qualifications include:
  • Knowledge of PA Chapter 6400 and Chapter 51 regulations
  • Knowledge of best practices for working with individuals with IDD, Autism and Mental Health issues and disabilities, including Everyday Lives and Positive Practices
  • Ability to effectively use computers, pertinent technology and mobile devices
  • Ability to effectively communicate both verbally and in written form
  • Ability to support and implement RHD values and beliefs
  • Ability to engage consumers and staff in effective, therapeutic and healthy interactions
  • Valid Driver's License

Additional Special Working Conditions:
The UD will have direct contact with individuals who have co-occurring disorders including Intellectual and Developmental Disabilities, autism, mental health disorders, problematic sexual behavior and/or behavioral disorders.  Willingness to work and support these individuals is essential for this position.
