Tenant Services Coordinator - Resources for Human Development (RHD)

RHD's Team A.R.R.I.V.E.
(Achieving Recovery and Rehabilitation with Individual Vision and Excellence) is the mobile core services team for individuals moving to permanent supported housing, utilizing psychiatric rehabilitation, peer support, and tenant support services for individuals with mental health needs.

Job purpose
The Tenant Services Coordinator position is an integral position on Team ARRIVE and is primarily responsible for the overall management of housing services. The TSC will communicate and coordinate with a variety of stakeholders to maintain permanent housing for the individuals served.
 Essential Functions
  • Mobile Work- Need to have the ability to be mobile to meet with program participants independently in  the community and at their residences.
  • Encounters  
  • Initial contact with participant occurs within 10 business days after TSC authorization.
  • Must make Face-to-Face contact with participants every 6 months.
  • Maintain quarterly phone contact in at least 90 day intervals.
  • Documentation
  • Encounter Notes must be entered into database within 24-48 hours of the encounter.
  • Monthly TSC Feedback Form submitted by the 15th of each month.
  • Complete daily updates on TSC Engagement Spreadsheet
  • Training- Completing Assigned Training quizzes, and confirmed understanding on how to implement what was learned. Attend TURN Workshop, Reasonable Accommodation, and Fair Housing trainings.
  • Disciplinary History- Adherence to Team ARRIVE and RHD policies including call outs, professionalism, and other program and organizational standards. Complying with all requirements listed in TSC Guidelines.
Duties and responsibilities
TSC Position Duties
  • Serve as liaison with the Office of Health and Opportunity Clearinghouse.
  • Follow Funder Tenant Services Guidelines related to service provision, documentation and communication with stakeholders. 
  • Acquire, demonstrate, and train staff and individuals in "best practice" housing knowledge for all eligible populations.
  • Develop expert knowledge of leasing requirements for all PSH units; HUD Section 8 and other housing regulations; the landlord/tenant laws, and Fair Housing issues.
  • Serve as a liaison and respond to all requests within 24 hours for the tenant and their property manager as well as the county Tenant Services Liaison (TSL).
  • Communicate with the CSS staff regarding concurrent review, level of care, and relevant changes/amendments.
  • Maintain proactive communication with all assigned property managers.
  • Identify and respond to issues and concerns of property managers.
  • During the Move-In phase, collaborate with the Participant/Service Team to ensure that he or she understands the lease agreement and his or her responsibility for timely rent payment and apartment maintenance and that the lease agreement properly reflects the landlord's responsibilities.
  • Provide housing stabilization services focusing on helping each person remain in permanent housing through regular contact to assure safety and welfare and monitor the condition of the apartment.
  • Help each person to access and maintain entitlement benefits.
  • Make service referrals and coordinate services with other providers to avoid duplication.
  • Develop and maintain tracking mechanisms for information as required by TSL and Lead agency administration.
  • Advocate on the participant's behalf with landlords, service providers, and others in the community with whom the individual has contact.
  • Assist participant in meeting tenant obligations for timely rent payments and apartment maintenance.
  • Maintain regular contact with each landlord to monitor the participant's tenancy and respond to issues or complaints from the landlord before they become crisis.
  • Maintain program records.
  • Ensure clients have access to and utilize the after-hours on-call staff for emergencies or after-hours support.
Coordination - Related Responsibilities
  • Attend staff meetings.
  • Actively participate in service coordination planning meetings.
  • Participate in individual and group supervision.
  • Attend all required RHD meetings and perform other office activities as assigned.
  • Report abuse and/or neglect immediately to the Director and the proper authorities.
  • Report suicidal, homicidal, and/or gravely disabled status to a supervisor immediately.
  • Provide backup for other Mobile Recovery Team members.
  Other Responsibilities

  • As assigned in order to support care of consumers as well as to foster an atmosphere of dignity and respect as outlined in the RHD Values.
  • Bachelor's Degree in human services field including social work, psychology or related field from an accredited institution and three years residential and/ or supported housing experience.
