Position: Program Manager for STARS
About the STARS Program
Resources for Human Development has partnered with Mastery Charter Schools to create the Student Therapy and Resource Services (STARS) program.  STARS provides individual, group and family therapy to students enrolled in services at various school campuses in Philadelphia and New Jersey. Services are provided on-site to ensure collaboration and communication between school staff and therapists. Psychiatry services, family therapy, classroom consultation, risk assessments, behavioral interventions and outcomes and utilization reports are offered. 
Job Summary: 
The Program Manager will work under the leadership of the Senior Staff Psychologist.  The Program Manager will work collaboratively with the Director of Psychological and Social Services for Mastery Schools as well as various school leadership (including but not limited to each school's Assistant Principal for Specialized Services (APSS), lead social workers, etc.) to ensure that RHD contracted services are provided and closely monitored. The Program Manager will be responsible for administrative oversight of the STARS program as well as developing and implementing plans and processes to identify and evaluate service outcomes

The essential function of the Program Manager is to coordinate and manage the administrative functions or the STARS program. This role requires skills in leadership, organization, collaboration, problem solving and conflict resolution. A commitment to the RHD values should be demonstrated as job duties are performed.

Duties and Activities:
  • Provide monthly individual supervision of program therapists.
  • Acts as direct liaison between psychotherapist and administrative staff at designated school campuses
  • Ensures that contracted deliverables are provided:
    • Receives, reviews and analyzes Clinician logs and Metric Spreadsheets.
    • Summarizes data and reports outcomes to contracted schools / funders
    • Provides feedback to therapists regarding meeting expectations for service delivery
  • Ensures high quality of services
    • Reviews metrics and assess for clinical validity
    • Serves as super user or point person for Avatar Electronic Health Record
    • Ensures documentation (included but not limited to treatment plans, progress notes, logs and metrics) are completed accurately and within a timely fashion.
  • Program Development
    • Creates or updates forms used to document or deliver services
    • Maintains and updates program manual
    • Works with RHD Senior Staff Psychologist and  PH-BHH division and development team around program growth and expansion efforts
  • Coordinates Psychiatry services
    • Prepares schedule for the year for on-site psychiatry services
    • Oversees referral process
    • Maintains charts for compliance with HIPAA standards
    • Provides administrative support to psychiatrist on-site
    • Oversee telepsychiatry services and monitor psychiatry usage across the program and school network
  • Provides Administrative support
    • Reviewing,  approving, and submitting requests for reimbursement
    • Acting as point person for potential job candidates
      • Reviewing resumes
      • Scheduling and conducting interviews
      • Maintaining Applicant Flow Log on BalanceTrak
    • Complete audits of client charts and fix concerns identified in these audits in a timely manner.
    • Meet regularly with the Director of Psychological and Social Services at Mastery Charter School, Inc. to ensure validity of programmatic development to ensure contractual and clinical requirements are adequately maintained
    • Oversee budgetary guidelines for program operation
Minimal Job Qualifications/Requirements:
  • Masters degree in Human Services, Social Work, Psychology or related field
  • 2 years experience in clinical work with children
  • 3 years experience as a supervisor
  • Licensed in a Mental Health discipline required (LPC, LCSW preferred)
  • Knowledge of and respect for RHD and Mastery values required
